Parliament Approves 20-Year PPP Deal to Reintroduce Electronic Road Tolls Nationwide

Parliament has approved a 20-year Public-Private Partnership (PPP) agreement to reintroduce electronic toll collection on roads and bridges across Ghana, marking a major step toward modernising the country’s tolling system and boosting funding for road maintenance.

The agreement, signed between the Ministry of Roads and Highways on behalf of the Government of Ghana and a Special Purpose Vehicle (SPV) to be established by Rock Africa Limited, provides the legal and commercial framework for financing, designing, constructing, operating, maintaining and eventually transferring a nationwide electronic toll collection system to the state.

Under the project, electronic tolling will be rolled out at 66 locations across 13 operational corridors, including 38 existing toll booths and 28 newly designated strategic toll points.

Government says the new system will leverage internationally recognised electronic tolling technology to improve efficiency, reduce revenue leakages, enhance transparency and provide a sustainable source of funding for road maintenance and infrastructure development.

The concession agreement also establishes a 70:30 revenue-sharing model, with the Government of Ghana receiving 70% of all toll revenue, while the concessionaire retains 30%.

The project will span 20 years, with the first three years dedicated to design and construction, followed by 17 years of operation and maintenance. At the end of the concession period, all project assets will be transferred to the Government of Ghana.

The agreement was laid before Parliament on Wednesday, July 29, 2026, by the Minister for Lands and Natural Resources on behalf of the Minister for Roads and Highways.
